  • United States citizens.

  • Minority businesses must be at least 51% minority–owned, managed and controlled. For the purposes of NMSDC’s program, a minority group member is an individual who is at least 25% Asian-Indian, Asian-Pacific, Black, Hispanic or Native American. Minority eligibility is established via a combination of document reviews, screenings, interviews and site visits. Ownership, in the case of a publicly owned business, means that at least 51% of the stock is owned by one or more minority group members.

  • Must be a for profit enterprise and physically located in the U. S. or its trust territories.

  • Management and daily operations must be exercised by the minority ownership member(s).

Women-Owned (WOSB/WBE)

  • Small Business (NAICS Standards).

  • Business owned by Women in excess of 51%.

  • Women control the company unconditionally and directly.

  • Women need to be U.S. citizen.

  • For Profit Business.

  • Not debarred or suspended by any federal entity.

  • Most of operations occur within the United States.

Additional to WOSB requirements:

  • A personal net worth of less than $750,000.

  • Do not exceed $350,000 in adjusted gross yearly income averaged over the last three years.

  • Assets that does not exceed $6 million (Market value).

  • Women are economically disadvantaged (Minority) (under the guidelines of the WOSB Program)

Disadvantaged Business Enterprise (DBE) 

  • An individual personal net worth cannot exceed $1.32 million.

  • The small business must meet the SBA Size, annual gross income cannot exceed $23.98 million.

  • The small business must be owned by a minority, at least 51%.

  • Small business must be independent of any other company.


  • Be a small business

  • Be at least 51 percent owned and controlled by U.S. citizens, a Community Development Corporation, an agricultural cooperative, an Alaska Native corporation, a Native Hawaiian organization, or an Indian tribe

  • Have its principal office located in a HUBZone

  • Have at least 35 percent of its employees living in a HUBZone


  •  Business must be 51% owned and controlled by a Veteran U.S. citizen

  •  Veteran must hold highest officer position and receive the highest compensation in the company

  •  Business must be properly licensed with federal and state government

  •  Veteran has no federal debts our obligations outstanding

  •  Access to DD214 form
